Methodology and reproducibility.

The review uses a frozen evidence-chain methodology. Edge definitions were set before analysis, applied independently per country and kept separate from implementation quality judgments.

These findings measure public evidence traceability, not the quality or effectiveness of national AMR implementation.

  • No causal attribution: traceability is not implementation quality.
